If you aim to obtain an EU Blue Card and work as the manager of the company – you must fulfill general EU Blue Card criteria:
- Your salary must be not less than 1.5x the average monthly gross salary in Lithuania ~€1900;
- You should have a suitable professional qualification (diploma or 5 years of professional experience).
Before the application for an EU Blue Card, the sufficient income of an employer must be assessed:
- An application (together with sets of annual financial statements);
- A certificate completed by an auditor;
- A document attesting the auditor for the issue of a document confirming the sufficient annual income of an employer must be submitted by email bluecard@investlithuania.com. The assessment of the sufficient income of an employer takes not longer than 20 working days after the submission of the application together with all necessary documents.
(Both submission of documents to migration unit and submission of documents to the Lithuanian Employment Service happen simultaneously).
1. After submission of all documents online, the Migration Department makes a decision on issuing the BlueCard and afterwards, the foreigner is informed by an email. After receiving the confirmation, the foreigner has to book a visit time through the MIGRIS system and come to provide his biometric data.

2. Submission of required documents by employer to the Lithuanian Employment Service:
- Completed application form;
- Passport copy;
- Recommendation of the Centre for Quality Assessment in Higher Education on academic recognition of foreign qualifications (process takes ~1-3 weeks);
- Document confirming that the employer has looked for employees in the local labour market.
State fee €28, processing period 1-2 months.
